That’s why we refuse to ‘sell’ a consulting project solution where it’s unjustifiable.

Instead, we offer our contractor resourcing proposition, which comes at a lower price point and involves our vast tried-and-tested network of independent contractors.

We can provide resources for specific needs – from subject matter experts to business analysts and project or programme managers. 

We are also able to source the right people to provide support for senior management and executive line roles where an interim solution is required.

Our Resourcing Team draws upon the management consultancy expertise in-house when assessing CVs and interviewing candidates, at no extra cost. 

Our management consultants have extensive industry experience (whether that be gained from asset management, insurance, pensions, banking or pharmaceutical industries) and can therefore delve deeply into candidates’ experience to ensure the perfect fit, from both a competency and cultural fit perspective.



We recognise the huge impact of IR35 on resourcing and contracting.

We have four key ways to engage from a consulting and associate / contractor services perspective. From an IR35 perspective, we assess all Associates using HMRC CEST tool, as PEN are the ‘end client’. Further information and legal ratification can be provided – just ask us for our ‘IR35 Pack’).

With our ‘bundled project services’, PEN can offer you flexible project teams of consultants to help you deliver projects off payroll, but maintain the cost benefits which contractors traditionally used to provide.

With the advent of changes to the IR35 regulations now due in April 2021, employers should now be thinking about resourcing options for change projects. 

We have a comprehensive IR35 assessment process and robust contracts, to minimise disruption to your project management capability, but retain flexibility. 

We have also developed internal processes to pay contractors / associates via PAYE – taking the IR35 compliance risk off of our clients.

Clear role definition

Working with clients, we co-create a clear and shared view of the role. We ensure that we capture key competencies as well as behaviours, as cultural fit is paramount.

Scanning and selection

We know our network of candidates very well – almost all will have worked with PEN before. We can vouch for each candidate’s strengths (and weaknesses) so quickly provide an impressive shortlist.

Presentation and interview

We support clients in arranging and holding interviews, meeting the particular needs of each client’s process. We ensure all candidates are well prepped. We vet and interview all candidates.

Onboarding and contracting

We operate our own standard vetting procedures, which can be enhanced where required. We can offer a variety of contractual arrangements. NB: do request our lawyer-ratified pack detailing our IR35 stance.

Clare is a successful Recruitment Manager, with deep experience in recruitment of permanent, contract and fixed-term staff, predominantly to the UK Financial Services sector. She has:
